The California Transportation Commission (CTC) has begun continued workshops for public feedback on guidelines and applications for Cycle 4 of the Active Transportation Program (ATP). As you may recall, for Cycle 4, CTC has proposed five separate applications for different types and sizes of projects. As of this week, seven workshops have been held: in Sacramento, Chico, Los Angeles, Oakland, Fresno, San Bernardino and, this past Tuesday, Monterey. The final workshop is scheduled for January 22 in Sacramento.
We and many of our partners in Public Health and active transportation advocacy have been concerned about the deletion of the Public Health Question, which was included in all previous ATP Cycles, and plays an important role in connecting local engineers and planners with health officials. We have strongly advocated for its reinstatement, in an improved form that better captures local public health challenges and how proposed projects would address them. The matter will be taken up and decided at the January 25 meeting of the Technical Advisory Committee, of which the Safe Routes Partnership is a member. The most recent draft applications are available on the CTC website. Due to the ongoing discussions and the desire to get the revised applications right, CTC has proposed pushing the application period back by two months to open on May 16, with applications due July 31.
