As the Metropolitan Planning Organization (MPO) for the Clark County region, the Regional Transportation Council (RTC) of SW Washington is responsible for selecting and programming projects for the regional share of the Federal Highway program. RTC also has responsibility for ensuring the obligation of these federal funds. The federal programs managed by RTC include the Surface Transportation Block Grant Program (STBG), Congestion Mitigation and Air Quality (CMAQ), and Transportation Alternatives (TA). RTC has several funding opportunities for transportation projects in 2019, and we anticipate the RTC Board to approve two funding updates at their monthly meeting on April 2. 

Transportation Alternatives Funding Boost

The Transportation Alternatives (TA) program, currently open, is available to eligible agencies in Clark, Skamania, and Klicktat Counties. Additional funding has become available for the ongoing 2019 call for projects within the TA program, and proposed action by the RTC board next week will supplement the current TA project solicitation with an increased funding pool. TA projects include Safe Routes to School, pedestrian and bicycle facilities, viewing areas, community improvement activities, environmental remediation, and recreational trails.

TA project applications are due to RTC May 1, 2019, and approximately $2.35M is available for the three-county area. 

Transportation Improvement Program, CMAQ & STBG

The Transportation Improvement Program (TIP) is a four-year program of regionally significant transportation projects drawn from the Clark County Regional Transportation Plan (RTP). RTC staff is proposing to issue a call for urban Surface Transportation Block Grant (STBG) and Congestion Mitigation\Air Quality (CMAQ) projects on April 5, 2019. The call will be for years 2020-2023 allocation of funds ($10 million STBG and $4.7 million CMAQ).

Project applications will be due to RTC on Friday, July 12, 2019, and up to $14.7M will be available in Clark County.
