New General Plan Guidelines Provide Strong Template for Cities and Counties

The Office of Planning and Research (OPR) released its final version of the General Plan guidelines. General plans are produced by cities and counties to lay out their vision for future growth. OPR has been working on these guidelines for some time -- we submitted comments on the previous draft back in 2015. Overall, we are impressed with these final guidelines and appreciate OPR’s incorporation of our and our allies’ suggestions. OPR incorporated strong guidelines around health inequities and resilient communities, environmental justice, and displacement.  

Major changes in the guidelines include the addition of a general plan mapping tool aimed to assist jurisdictions with accessing data, a new section on environmental justice, and a healthy communities chapter. OPR plans to develop an environmental justice technical assistance document and is soliciting feedback from cities who are looking to add the element.
